Waterfront City, A New Port City, The outline of Kaohsiung's waterfront new look

  The long and continuous coastal line is the most precious natural resource of Kaohsiung, forming as it does the port culture and the unique expression of the river and the sea. Both these features will provide the potential to bring city marketing into full play.

水岸城市 港灣新都-照片  Following current trends, Taiwan will also more toward the development of culture and leisure. In 'Challenge 2008 - National Development Plan', set up by the Central Government, 'Double Tourist Arrival Plan' has been included. In order to echo this future trend and the overall direction of the nation, the City Government of Kaohsiung has made a great effort to redevelop available space in order to cultivate a unique oceanic culture in Kaohsiung.
 
  Ever since the formal Mayor, Frank Hsieh started to make significant changes to the rivers in Kaohsiung, such as the Love River and Cianjhen River; waterside recreational areas have been created. Furthermore, the rational concept of 'Unite the City and Port' has helped open up the port space to the citizens of Kaohsiung. Lately, City Government has placed even more important on the 'remodelling of port space', and is actively lobbying authorities within the Kaohsiung Port area, such as Ministry of Transportation and Communications and Ministry of Economic Affairs, to open up more port area for the City. With full support from the Central Government, many port areas, such as, the docks and coastal scenic spots, can be developed. By utilizing such local feature, Kaohsiung will then be able to find its own, new orientation.
 

■□  The world-class leisure water area stretches from the Love River
  The thriving and colorful scenery of the Love River and the romantic 'love' boats have already become the most beautiful attraction for both the people of Kaohsiung and tourists. Nevertheless, from the Wufu Bridge to the estuary of the Love River, this particular water area between No.11 and 12 Dock, and No.3 Channel, has long been dimly lit at night and deserted.

  Since this particular water area does not hold any dangers for boats navigating short journeys, and because the 'Sea Palace' building had already been towed into the No. 3 Channel, the water area of this estuary has been designated into a navigation route for sailboats and love boats. The City Government will concentrate on the construction of the area in order to make it into a world-class leisure water area.

  The No. 12 Dock, which is connected to this water area, continues to present the waterfront and leisure image of the Love River. Due to the improvement plan for the area surrounding 'No.12 Dock', the completion of the 'Riverside Park Scenic Footpath Improving Plan' and the 'Park Road Port Surrounding Scenic Redevelopment', there is now a footpath leading to the estuary. This path passes through the round square by the Park Road corner, which will lead the way to the Love River, and then down to the No.12 Dock.

  In the future, the construction and reformation of the disused warehouse, including the landscaping of the surrounding area will create a visually romantic spot. Complemtnt this further development of the Love River, a transportation route will be introduced between the two rivers and the port, offering an even more complete leisure space by the river and the sea.

■□  The East Bay Links a New Line of Scenery
  In the other direction from Kaohsiung Port, the completion of 'Sizihwan Coastal Redevelopment Construction' this August, echoes theme adopted at the estuary of the Love River and thus brings a new spirit to the oceanic scenery of Kaohsiung.

  Hamasen, which is just next to Sizihwan, has always been a famous attraction in Kaohsiung. However, between it and Sizihwan there has always been a military guard post, which has, up till now, isolated it from the public. The 'Sizihwan Coastal Redevelopment Construction' has now overcome all difficulties and has pulled down violated buildings and has thus expanded a sightseeing platform. This has helped to open up the sightseeing area and solve the problem of overcrowding during the holidays.

  Furthermore, the sidewalk and the wooden footpath which start from Sizihwan, have both been set up after dismantling the military guard post, thus enabling tourists to walk to the 3rd-class monument, 'Hsiungchen North Gate', and all the way to the Shaochuantou Park in Hamasen. On this new scenic route, tourists are able to view the first port from the sightseeing platform, and enjoy the enchanting sunset. The route to the 'Hsiungchen North Gate' takes you along a romantic wooden footpath, and on the illuminated bench you may watch the big ships stealing into port. The charming coastline with its historical background, and the romantic lighting, both help promote this local economic development.

■□  A brand new waterfront planning
  Apart from the estuary of the Love River, the No.12 Dock, and the surrounding area of Sizihwan, the City Government is also actively negotiating with the Port of Kaohsiung, to strive for the right to develop No. 11-15 Dock which are to the east of the No. 3 channel of Kaohsiung Port. Its completion, which is to be scheduled for 2006, will provide an opening for investment, and operations are expected to start soon. After the Chinese New Year, the citizens of Kaohsiung will be able to take a stroll around the dock.

  With the brand new waterfront project on the way, Premier Hsieh has praised City Government for their efforts in making Kaohsiung into a true 'Port City'.

  At the same time, the City Government has already gained support from the Central Government, regarding the future of No. 1 to 22 Dock of Kaohsiung Port and No. 3 Channel will be the most important 'strategic base' in the development of Kaohsiung. After the plan has taken shape, a 'Kaohsiung waterfront building site construction panel discussion' will take place, during which many domestic experts, scholars, and talented architects will be invited; issues in accordance with the overall development of the Kaohsiung port and surrounded land will then be raised and discussed.

  The development of the city will be looked at as a whole. The reorientation and overall planning of Kaohsiung city and its port by the City Government are able to totally change the entire area. It is hoped that this will encourage tourism, visitors becoming attracted by the leisure side of a waterfront city. The City Government also sent out a team of experts to Rotterdam, Netherlands at the beginning of September this year, formally proclaimed an international competition for the design of a 'waterfront Kaohsiung'. In this way, it was hoped that teams of professional forein developers would come to Kaohsiung.

  The City Government is actively striving for an 'Asian Popular Music Center' to be located in the Pen-Lai Port area from the Council for Cultural Affair. At the same time, a huge artistic arc bridge will be set up between No.11and No.12 dock and the Pen-Lai Harbor area for people to enjoy the scenery as well as the sunset. By that time, Kaohsiung Port will no longer be just a place where cargos are imported and exported. It will be a place for citizens to relax, filled with vibrancy, to become a brand new port tourist spot. As the charm of the port is developed in this way, a new port city, of which the citizens of Kaohsiung have always dreamed, is already taking shape.

水岸城市 港灣新都──高雄水岸新貌輪廓浮現

  綿長的海岸線是高雄市最寶貴的天然資產,而沿著海岸線所形成的港灣文化與河海風情,就成為高雄最與眾不同的特色,也是高雄城市行銷最能發揮的空間。

  在世界潮流的引領下,台灣未來的趨勢必定走向文化休閒,在中央訂定的「挑戰2008國家發展重點計畫」中,就有「觀光客倍增計畫」,為呼應這樣的未來趨勢以及國家整體方向,近年來高雄市政府竭力進行空間改造,並於空間改造的同時,注入屬於高雄特有的海洋文化。

  從前市長謝長廷先生開始,不但將流經高雄市區的愛河、前鎮河改頭換面,創造出新時代的親水空間,更提出「市港合一」的理念,讓港區空間開始對市民開放;近日市府更將重點放在「重塑港灣空間」,積極遊說交通部、經濟部等高雄港區的管轄單位,開放更多港區讓高雄市有所發揮,獲得中央充分支持,因而得以接連開發數個港區碼頭以及海岸風景區,善加運用在地的特色,為高雄找到新定位。

-◆-  由愛河延伸出的世界級休閒水域
  繽紛多彩的愛河景緻、浪漫悠閒的愛之船,已成為高雄人與造訪高雄的遊客最美好的高雄體驗;然而從五福橋至愛河出海口,介於11號、12號碼頭與3號船渠之間的水域,卻長年空蕩黯淡。

  由於該水域並無大小船爭道的危險,而閒置多年的「海上皇宮」建築也被拖移至3號船渠內,因此愛河出海口這一塊水域便被規劃為風帆、愛之船的航道,市府致力將其建設為世界級的休閒水域。

  而與此水域相連的12號碼頭,則延續愛河水岸意象與休憩觀光活動,進行「12號碼頭週邊步道改善計畫」,其中「河濱公園景觀步道改善計畫」以及「公園路港邊綠地景觀改造工程」皆已完成,因此現在從河西路園道往出海口方向、穿越五福橋,沿橋邊階梯可下至公園路轉角的圓型休憩廣場,更可以沿著河邊的木棧道欣賞愛河風光、步行到12號碼頭。

  未來12號碼頭也將進行綠美化、舖面及閒置倉庫改造的工程,營造浪漫的視覺景觀,也將連同愛河作一系列整體的開發與連結,除觀光之外,也推動河港交通航線的連結,提供更完整的河海親水休閒空間。

-◆-  西灣連起新風景線
  而在高雄港的另一個方向,今年8月完工的「西子灣海岸地景再造工程」,也與愛河出海口遙相呼應,為高雄的海岸景觀帶來新氣象。

  鄰近哈瑪星的西子灣自古就是知名的高雄重要景點,然而哈瑪星至西子灣之間卻長年因軍方崗哨與民間違建所阻隔。市府的「西子灣海岸地景再造工程」就是排除萬難拆除西子灣旁的違建後,開闢寬敞的觀景平台,讓原本一到假日就顯得侷促擁擠的賞景區豁然開朗。

  同時市府也從西子灣架設堤岸步道與木棧道,拆除了軍方閒置崗哨後,遊客得以步行至三級古蹟「雄鎮北門」,並一路遊至哈瑪星哨船頭公園;在這條新的風景線上,遊客們可以在觀景平台俯瞰第一港口、欣賞令古代詩人讚嘆的「西灣夕照」,於光箱座椅或草毯階梯上閒望大船入港,在浪漫的鐵達尼式棧道漫步,還可步行至「雄鎮北門」,悠遊於歷史迴廊中,加上夜間照明的質感,使得此區域的海岸景觀更為亮麗動人,對於帶動地方經濟發展更有助益。

-◆-  嶄新水岸計畫全面啟動
  除了愛河出海口、12號碼頭、西子灣週邊之外,市府也積極與高雄港務局協商,爭取到高雄港第三船渠以東11至15號碼頭委由高雄市政府進行開發,預定2006年完成興建,並開始招商營運,預計明年春節之後,市民朋友就可以輕輕鬆鬆在碼頭上休閒漫步。

  高雄市全新的水岸計畫即將啟動,行政院長謝長廷更稱讚高雄市的努力,讓高雄真正邁入「市港合一」的實質階段。

  同時市府也已獲得中央的支持,未來將把高雄港第1至22號碼頭、3號船渠列為高雄市發展的最重要「戰略據點」,並在計畫具備雛型之後,舉辦「高雄市水岸地景建設座談會」,邀集國內專家學者與建築界菁英多人,共同針對高雄港區及週邊土地整體開發案進行交流。

  城市的開發需要整體性,現今高雄市政府對於市、港的重新定位與整體規劃,可以讓高雄脫胎換骨,呈現更具觀光遊憩的水岸城市面貌。市府也多管齊下,於9月初赴荷蘭鹿特丹,正式宣布「海岸高雄」進行國際徵圖,希望邀請國外優秀設計團隊進駐高雄市。

  在市府的規劃中,未來將積極向文建會爭取讓「亞太流行音樂中心」設置在蓬萊港區,同時在11號、12號碼頭與蓬萊港區之間興建一座超大藝術拱橋,供民眾在橋上欣賞港區景緻與夕陽餘暉;屆時高雄港將不再只是貨物進出之地,而是市民朋友的休憩場所、充滿青春活力的流行音樂重鎮,以及嶄新的港灣風景據點。在這樣充分發揮港灣魅力下,高雄市民想望的港灣新都,已悄然成形!
