5-In-1 Worldwide Design Competition, Advertising Campaign Beckons to the International Community

  Of all the cities in Taiwan, Kaohsiung has the most potential to become an international metropolis. Every day, cargo ships from around the globe bustle in and out of Kaohsiung Port. Furthermore, the city government recently clinched the opportunity to host the 2009 World Games. At that time, athletes, tourists, and the media will flock into the city and bring Kaohsiung into the global limelight.
  In the coming years, five major projects in Kaohsiung will be implemented to advance urban development. As part of its goal of participating in the global village, the Kaohsiung City Government has launched an advertising campaign in Rotterdam, the Netherlands. It hopes to draw on foreign know-how in creating a landmark urban landscape in Kaohsiung.

  The 5-in-1 campaign is comprised of three design competitions: the conceptualization of the 2009 World Games Stadium, Piers 1-22 of Kaohsiung Port, and the New Kaohsiung City Administrative Center. There is also to be two Build-Operate-Transfer initiatives: the Kaohsiung Light Rail System, and 1st Port Gondola Lift System. The construction of the World Games Stadium, the Kaohsiung Port, the New Administrative Center, the city's third rapid transit line, and the Gondola Lift System, which will promote the tourism and transportation of Cijin Harbor, can be seen as the blueprint for Kaohsiung's future progress. The city government has also constructed a website http://www.kcg.gov.tw/kaohsiung-chance to publicize these projects and attract worldwide attention. 
 
高雄市五合一國際競圖招商說明會-照片  The advertising campaign began in the Dutch city of Rotterdam on September 9th. More than 30 world-renowned firms of architects and design groups from Berlin, London, New York, and major cities in the Netherlands, Switzerland, and Austria took part. Other participants included the Pritzer Prize laureate Zaha Hadid, whose firm of architects firm designed the Guggenheim Museum in Taichung; the Maritime Group, the largest development company in Holland; ARCASID, the well-known stadium and light rail construction firm, and many other eminent design groups.
 
  Prior to the campaign, a short film, "Yes, Kaohsiung," (produced by the Information Office of Kaohsiung City Government) was presented to give the audience a more comprehensive introduction to the current and future development of the city. Mr. Aaron Betsky, the organizer of the Rotterdam Biennale of Architecture, was also invited to address the audience as a VIP. He spoke highly of Kaohsiung's potential for progress. Participants posed numerous questions and engaged in enthusiastic discussions. The success of the advertising campaign brings the residents of Kaohsiung high hopes for the execution of these five projects.

  高雄市是台灣最有機會成為國際性大都會的城市之一。不但每日有從世界各國來到高雄港的貨船,高雄市更成功爭取為2009世運會的主辦城市,屆時來自世界的運動員、媒體及旅客,更會讓高雄市成為世界注目的焦點。

  接下來的幾年,為承辦2009世運會及促進高雄市未來發展,高雄市將有五大重要公共建設陸續登場,在高雄市逐步邁向國際化的同時,市府為與國際接軌,破天荒的首次在荷蘭鹿特丹舉辦海外招商說明會,希望能夠吸引國外優秀的工程團隊來到高雄,打造高雄的新世紀地標。

  這5大公共工程計畫:分別是3項競圖:「2009年世界運動會主場館興建計劃」、「高雄港1-22號碼頭國際創意徵圖」、「高雄新行政中心國際創意徵圖」以及2項國際BOT招商案「高雄市輕軌系統案」及「高雄第一港口跨港空中纜車案」。這五項工程,包含了世界運動會的主場地、高雄港的再造、高雄未來行政中心的建造、第三條捷運系統的興建,以及推動旗津觀光及交通的跨港纜車,可說是未來新高雄市的發展藍圖。高雄市政府也特別建構「高雄機會網」http://www.kcg.gov.tw/kaohsiung-chance
,向全世界介紹這5項工程的基本資料,讓大家更瞭解這些工程,引起國際工程界的注目。

  招商說明會於9月9日在荷蘭鹿特丹召開,共有世界30多家知名建築師事務及規劃團隊參加該項說明會,分別來自荷蘭各大重要城市、柏林、倫敦、紐約、瑞士、奧地利。其中更有許多重量級人士率團出席,包括被譽為建築界諾貝爾獎的普立茲克建築獎2004年得主、即台中古根漢設計人Zaha Hadid (札哈.哈蒂)建築師事務所、荷蘭最大的海岸開發集團(Maritime Group)及全球知名體育館和輕軌工程公司ARCASID等國際著名建築規劃團隊均派代表出席。

  為使與會人士對高雄現況風貌及未來整體發展有更完整的認識,說明會正式開始之前,播放由新聞處製作的「yes 高雄」都市簡介影片,並邀請及鹿特丹建築雙年展策展人貝士奇(Mr. Aaron Betsky),以貴賓身份致辭,貝士奇對於高雄未來發展潛力給予高度的肯定。與會者對於各項計畫的細節展開熱烈的詢問及討論。這場招商說明會的成功,讓高雄市民滿心期待,而這5大公共工程,相信也將會令市民驚豔。
