City Harbor Merger：A Win-Win-Win Solution 市港合一 謝市長說：府民港三贏
The Kaohsiung Harbor Management Commission (KHMC) was officially inaugurated on June 15. Mayor Hsieh hosted the inauguration ceremony with Tsia Cheng-chung, director of the Urban and Housing Development Department, Council for Economic Planning and Development, Executive Yuan. On the same day the commission also called the first meeting. Mayor underscored that the KHMC will, through real actions, dispel the misgivings of all quarters and prove that its establishment will have beneficial effects on all business groups and the city-harbor development.
The KHMC, chaired by Mayor Hsieh, includes of 13 members. The membership also consists of official supervisors, central government supervisors, scholars or experts, the Kaohsiung Harbor Bureau chief etc.
Mayor Hsieh underscored that the KHMC will prove to all parties that its establishment will be beneficial to industries and the harbor development. The goals of the KHMC are to enhance Kaohsiung Harbor's competitiveness, implement construction projects to beautify the cityscape, and optimize the land use.
According to Mayor Hsieh, the management of Kaohsiung Harbor will be entrusted to experts using scientific approaches. And after setting schedules for processing containers and signing vessels in, Kaohsiung Harbor can be benchmarked against both Hong Kong and Singapore.
Regarding the most concerned issues such as the traffic, pollutions and utilization of the old harbor area, Mayor Hsieh said he would preside over the KHMC to urge the central government to approve the relevant plans and budget.
Mayor Hsieh hopes with the introduction of professional management and political neutrality, which the KHMC will strictly maintain, the merger of Kaohsiung City and Harbor can be a win-win-win solution for Kaohsiung citizens, Kaohsiung Harbor, and the KCG.
高雄港管理委員會６月15日正式掛牌成立，由謝市長與行政院經建會夏正鐘處長共同揭幕，並召開首次委員會議。謝市長強調，高雄港管委會將以實際行動解除各界的疑慮。高雄港管理委員會委員共計13名，由謝市長擔任主任委員，其他委員包括中央代表、南部縣市政府局處首長、專家學者、及高雄港務局長等，另外港務局產業工會代表尚未推派。
謝市長表示，高雄港管理委員會希望用行動向各界證明，未來對所有業者及高雄港的發展是正面的。雖然各界有不同的期待，管委會將全力推動提升高雄港的競爭力、增加港市景觀的建設、以及增加土地最大利用等目標，並向中央爭取高雄港海外廿米深的深水港計劃早日定案，促成高雄市府、市民及港務營運三贏的目標。
謝市長表示，市府在港務方面並非內行，但會信賴專家，同時也可以用科學的方法，訂下高雄港處理貨櫃、船隻進港的時間表，並與香港和新加坡做比較。謝市長說，市府目前最關心的是港灣土地、舊港區的利用、交通與環境污染問題，他可以向中央爭取權利，讓計劃和預算早日定案。他期待港的經營能企業化、長期來講是公司化、法人化，讓港很專業，遠離政治干預，管理委員會也會以這個立場自我節制，希望達到讓市府、市民都得利、高雄港效率提高的三贏局面。
