The Driving Force Behind The World Games 2009 Kaohsiung:The Kaohsiung Organizing Committee

The 2009 World Games Kaohsiung Preparatory Committee was founded last October, thus declaring that the World Games 2009 is taking shape. In order to speed up the preparation process, the Kaohsiung City Government and the central government decided to further establish the 2009 World Games Kaohsiung Organizing Committee (KOC) as a platform for organizing the World Games 2009.
-◆- Structure of the KOC
The Kaohsiung Organizing Committee (KOC) is headed by a Chairman, a position held by the Acting Mayor. The two positions of Managing Directors, are served respectively by Chi-Huang Huang, the Deputy Minister of the National Council on Physical Fitness and Sports, and Steven Chen, the Secretary-General of the Chinese Taipei Olympic Committee. I-Heng Chen, an Associate Professor of the National Sun Yat-sen University, holds the post of the Chief Executive. The KOC consists of various departments, including the Administration & Finance Department, the Sports Department, the Urban Development Department, the Accommodation & Services Department, the Marketing & Public Relations Department, and the Culture & Tourism Department. The position of director of each department will be filled by candidates from civil sectors. Officials from the City Government will serve as vice directors of relevant departments. In order to encourage public involvement, the central government will merely act as an advisor and let the local government and civil sector be responsible for executing any actual plans.
-◆- Functions of the KOC
The KOC is composed of six essential departments, whose functions are listed below:
◎The Administration & Finance Department is responsible for the fundraising of World Games
◎The Sports Department is responsible for athletes, training and assisting them to participate more in international competitions
◎The Urban Development Department is responsible for the overall appearance of Kaohsiung City in order to provide a comfortable and enjoyable environment for athletes and tourists from around the world
◎The Accommodation & Service Department is in charge of recruiting volunteers and providing sufficient training for them, including English lessons
◎The Marketing & Public Relations Department is in charge of raising public awareness and participation, as well as increasing Taiwan's exposure in the international community
◎The Culture & Tourism Department is in charge of the cultivation of local culture, creating business opportunities, as well as designing vacation packages by combining resources from the Kaohsiung and Pingtung Counties
-◆- A Confident Look at the Future
The opportunity to host a world-class event in Kaohsiung is indeed a unique and precious experience for the City and its citizens as well. However, there is a long way to go before July 15, 2009. The KOC hold an important position to fulfill the expectations of all Kaohsiung citizens and people in Taiwan. With everyone's effort, the Kaohsiung 2009 World Games will doubtless be the most successful World Games ever!
世運會幕後推手 世運會組織委員會 文／陳妍倫 攝影／鮑忠暉 高雄市2009世運會籌備委員會於去年10月成立，開啟了2009世界運動會的雛型，為加快籌備工作的進行，高雄市政府與中央部會更於今年進一步成立具私法人特性的「2009世界運動會組織委員會」〈簡稱世運組委會KOC〉，作為運籌2009世界運動會的工作平台。 ■□ 世運組委會組織架構
世運會組委會董事長由代理市長兼任、常務董事分別由行政院體委會副主委黃啟煌(世運運動總監)，以及中華奧會秘書長陳士魁擔任，執行長則是中山大學副教授陳以亨，世運會組委會下設行政財務部、運動競技部、都市發展部、後勤支援部、行銷公關部及文化觀光部。組織編制中，由市府相關首長擔任各部副召集人，各部召集人（或稱部長）由民間人士擔任，中央隸屬指導單位，執行部分則由地方與民間合力負責，以促進組織活力。 ■□ 世運會組委會六部之組織功能
世運會組委會下設之六部攸關2009世界運動會之成敗，其組織分工如下：「行政財務部」負責籌劃世運會經費來源；「運動競技部」最重要的功能便是積極培訓體育人才、不斷舉行國際競賽；「都市發展部」肩負大高雄整體建設，以提供各國選手及遊客最舒適的都市空間；「後勤支援部」負責號召萬名志工投入照顧選手行列，並提供英語等多元課程訓練志工；「行銷公關部」負責凝聚全民向心力、促進全民參與並透過國際性活動讓台灣發光；「文化觀光部」負責培植在地文化，透過行銷創造文化商機，並結合高雄、屏東縣市資源規劃套裝觀光行程。 ■□ 展望未來 胸有成竹
高雄市有機會主辦世界性活動，對城市及市民都是難能可貴的經驗。從現在開始至2009年7月15日，還有很長的一段路要走，世運組委會肩負著市民及台灣的期待，相信透過各界的共同努力，2009世運會在高雄將會是最成功的一次！
