　Kaohsiung, "Maritime Capital", is exceptionally rich in ocean resources and has many great water parks. The city government has dedicated its efforts to advertising leisure activities on water, enhancing Kaohsiung's distinctiveness in the waterfront areas, and encouraging people to experience healthy water sports.

　Since 2003, the Kaohsiung Sailing Boat Committee has promoted sailing on campus and organized workshops for prospective teachers, the public, and volunteers in areas like the Sizihwan Bay, Lotus Pond, and Love River.

　In 2004, the Kaohsiung Education Bureau purchased a number of Laser sailboats and Optimist sailboats. Soon after that, the Bureau organized the National Sailing Championship on the Love River. People in Kaohsiung enjoyed their days as hundreds of sails unfurled before their eyes, initiating a new water sport on the Love River.

　The Chi-Hsien Junior High School, located at the area where Canal Number Two and the Love River meet, has engaged in supporting the sport of sailing. A sailing club was therefore founded. In 2004, Chien-Hsien became the first school in Taiwan that has a program for gifted sailing athletes. The coaches for this program, Zhi-Feng Huang and Zheng-Feng Zhan, indicated that the program has been well noted since its existence. Sailing is not a privilege to be enjoyed by students whose schools are adjacent to water, they said. Those who are interested in sailing can form a club and use their weekends to practice.

　The 2006 National Sailing Championship, Ocean Capital Cup, invited people to watch hundreds of sails unfurl on tranquil, sunlit waters. The splendid colors of the sails reflected on the river. Making it seem like a landscape painting in Europe.

　The 2006 Sailing Competition in Kaohsiung among elementary schools also took place on the Love River. Seventy athletes from 8 elementary schools- Kung-Joung, Chiu-Cheng, Han-Ming, Hai-Shan, San-Min, Fwu-Shan, Her-Bin, and Nan-Yang Elementary School- raced over the water between Wu-Fu Bridge and Zhong-Zhen Bridge. Athletes sailed against the wind, demonstrating their skills and speed. More than 18 sailboats competed and attracted much attention.

　Sailboats cast shadows over the Love River at sunset, with the spreading sails catching the breeze. It truly illustrates the high quality of life people enjoy in Kaohsiung.

　高雄「海洋首都」具備得天獨厚的海洋資源與天然的親水條件，因此高雄市政府近年來積極地推廣各項海洋休閒觀光運動，同時也希望能塑造高雄特有的水岸文化，更重要的是讓市民體驗最健康的海洋休閒運動。

　自2003年起，高雄市體育會帆船委員會推動校園帆船運動，在西子灣、蓮池潭、愛河等水域辦理「帆船運動種子教師研習」、「市民帆船體驗營」、「帆船志工研習營」等推展活動。

　2004年市府教育局引進多艘Laser型和樂觀(OP)型帆船，緊接著辦理「愛河曼波、百帆齊揚」全國帆船錦標賽，讓翩翩帆影劃破過去獨自流著的愛河，開創了愛河新運動的扉頁。

　為賡續紮根校園帆船運動，位處二號運河與愛河交界地利之便的七賢國中，則成立帆船社，積極熱心投入帆船運動，並於2004年，成立全國首創的「帆船體育資優班」，永續推展帆船運動。負責指導的黃志豐及詹正　教練表示，成立「帆船體育資優班」以來，獲得學生們的熱烈迴響，教練強調練習風帆並不侷限於靠近河域的學校，只要有興趣的學校都可以組成帆船社團，利用週末安排練習時間。

　2006海洋首都盃全國帆船錦標賽競賽讓人見識到百帆齊揚的盛況，逾百艘各式各樣的絢麗風帆同航，在平靜的河面上穿梭競飆，繽紛彩帆在粼粼波光中倒映的景像，倒讓人恍若置身在迷人的歐洲風情畫裡。

　2006年高雄市國小校際帆船聯賽也在愛河舉行，光榮、舊城、漢民、海汕、三民、福山、河濱以及楠陽等８校70名選手在愛河五福橋至中正橋間水域登場競技，風帆選手御風航行，比技巧，也比速度，開賽時愛河河面上盡是風帆點點，多達18艘帆船在航道上競逐，吸引不少市民佇足觀賞。

　愛河的美麗不斷漫延，隨著帆船點點，迎風傳送得更遠，尤其夕陽黃昏時分，徐徐涼風吹起，「帆影翩翩、曼波愛河」成為市民優質休閒生活的體驗與寫照。
