Keep the flood away - Sewage Network System and Retention Ponds

  Due to the El-Nino Effect, Taiwan suffers from heavy rainfall after the onslaught of a typhoon. This increase in rainfall coupled with that of sudden heavy storms means that the sewage system is put under great strain, often more than it can take, which results in the common flooding problem that Taiwan faces annually. However, Kaohsiung has managed to avoid this problem in recent years due to the ongoing work of the Kaohsiung City Government in constructing an effective sewage network system and retention ponds. 

下水道與滯洪池同步發揮功能-照片  A need for an effective sewage network system in Kaohsiung was vitally important due to the fact that it will be hosting the 2009 World Games in July of that year - which is also known as "the plum rains season" (monsoon season). In addition to the hosting of the 2009 World Games, numerous other international events will be held in the city due to the state of the art facilities that will stand after the completion of the 2009 World Games. Therefore, not only is the infrastructure geared towards urban development important, but also a trustworthy sewage system which also makes the city more in line with modern international cities.
 
  Over the past few years, the number of new sewage pipes in Kaohsiung has been increasing, more so than other cities on the island. In relation to the development of the sewage network system plan, the Kaohsiung City Government is targeting 50.7% of the pipes to be connected by the year 2007, in which more than 40% of them will be completed by the end of 2005. At present, the construction of the sewage system is in the 3rd stage of development, which was planned to last from 1999 until 2007.

  Furthermore, the development of the ecological technology in the wetland areas and the retention pond in Behe Village are working well as draining flood fields, and are contributing to the success of reduced flooding in Kaohsiung. It is worthwhile mentioning that the only automatic flood prevention monitoring system in Taiwan is being used in the areas of Houjin River, Love River, and Cienjien River as a draining control, and in Jinshe Lake, Lotus Lake, and the retention ponds as a storage control. The draining flood hardware system starts is triggered when a storm hits and serves to ease the flood disaster in the lower-lying areas.

  In the future, the Nanzih sewage network system will be built as a "Build Operation Transfer" (BOT) project, and will cover a total of 300 hectares in the Nanzih and Zuoying Districts. The factory that will house the vital infrastructure of the sewage system will be built more like a park than a traditional style factory and will display artistic sculptures, education, and a playground area with plenty of greenery in an attempt to provide greater harmony between factory and environment.

  Whilst working hard on the above project, the Kaohsiung City Government will also be working on the drainage system at the Cingpu Channel in order to improve the water quality of the Houjin River. Moreover, the future park-like sewage farm in Nanzih will operate in coordination with the Jhong Kang Wetland Park, the "Ecological Lake" at the National University of Kaohsiung, the Banpin Lake Wetland, the Jhouzih Wetland Park, the Neiweipi Wetland Park, the Behe Village Retention Pond Wetland, and the Jhon Du Wetland Park as a complete wetland network. This will contribute to enhancing the quality of the living environment as well as the tourism industry in Nanzih.

  全球氣候的聖嬰現象,在鋒面或是颱風過境時,常夾帶豪大雨入侵,尤其瞬間暴雨頻率經常超出污水下水道排洪設計,讓台灣不少鄉鎮城市遇雨成災,而高雄市在近年都未造成嚴重的淹水災情,凸顯高雄市污水下水道建設成果,以及生態滯洪池的疏洪功能發揮,讓高雄市遠離淹水夢靨。

  此外,2009年世界運動會將在梅雨季節的七月舉行,加上高雄市未來還將申辦奧運等更多大型國際賽事,都市景觀的建設不但重要,逐年推動的污水下水道接管建設,更是攸關一個立足國際城市的關鍵。

  近幾年來,高雄市的污水下水道接管普及率逐年增加,不但領先各個城市,也將在96年完成用戶接管普及率50.7%施政目標。目前,高雄市污水下水道建設正執行第3期計畫,期程88年至96年,至今年底將突破接管普及率40%。

  除此之外,以生態工法營造的濕地廊帶,以及從今年6月本和里滯洪池的啟用,發揮了排洪效能。尤其,全國首創也是全國唯一的自動防洪監控系統肩負起高雄市三大河系後勁溪、愛河、前鎮河排洪及金獅湖、蓮池潭、滯洪池生態湖泊蓄洪與各主要排洪幹線間整合調控管理的任務,讓全市排洪硬體動線系統在豪雨瞬間同步啟動,紓解豪大雨危及低窪地區淹水之患。

  未來,高雄市楠梓污水下水道系統「獎勵民間參與公共建設」案也即將興建,規劃範圍涵蓋楠梓區、左營區等,服務面積約3500公頃。該廠景觀與回饋設施規劃以廠區公園化為原則,並提供藝術、教育及親子活動空間,以綠化緩和污水設備對週邊環境的衝擊性。

  市府也將藉由該案的推動,辦理青埔溝截流及用戶接管,加速改善後勁溪水質,結合二岸親水景觀及綠美化工程,恢復自然景觀,並塑造北高雄藍帶新景點,另外,污水處理廠以廠區公園化,配合兩旁援中港濕地公園,再結合高雄大學生態池、半屏湖濕地、洲仔濕地、內惟埤濕地、本和里滯洪池濕地及中都濕地成為完整的網狀濕地生態廊道,對於發展觀光休憩產業、提升楠梓地區環境品質皆有極大助益。
