Bringing prosperity to both city&harbor市港共榮 營造現代化的港灣城市

Now as the city-harbor merger bill was ratified, the Kaohsiung City Government (KCG) is well prepared in terms of bringing prosperity to both the city and the harbor. For example, to improve the transharboration systems in the greater Kaohsiung metropolitan area, the construction projects of special container-truck lanes, expressways and the southern section of the Second Freeway are under way. In addition, the KCG is mapping out a light-rail transit system to facilitate the city-harbor transharboration.

 Also Kaohsiung Harbor can provide services for industries based in the software park and warehousing/ transshipment zone set up by the KCG, as well as the exharbor-processing zones, the Linhai Industrial Zone, the Tainan and Luchu Science Park. Accordingly, the city-harbor integration plan is expected to help transform Kaohsiung into a modern prosperous harbor city.


  由於長期的市港分離,綿延的港區圍牆取代了市民的親水空間,加上港區土地的規劃使用僅著眼於碼頭作業的需要,市、港機能無從整合發揮,形成市、港發展的嚴重落差。在「市港合一」概念提出後,市府推動多功能經貿園區亦將港區土地納入計劃,開啟了市、港共同開發的契機。

  在因應市、港的共同需求上,除了多功能經貿園區、親水空間的營造、和港埠再造等計劃外,貨櫃專用道、快速道路及第二高速公路串連高高屏三縣市等計劃,都在解決大高雄生活圈及港、市交通的問題。

  而市府推出的軟體科技園區、倉儲轉運區,和經濟部所屬的加工出口區、臨海工業區,加上台南科學園區、路竹科學園區,都為高雄港貨物進出口提供源源不絕的產業、產品為後盾。

  為解決高雄市港間的交通問題,市府在捷運之外,以鐵路臨港線為主軸,規劃輕軌運輸系統和重運量的高雄捷運相輔相成,行經路線穿越港區,可望成為一條具有觀光價值的運輸系統。

  無論從交通的規劃、產業的緊密度和都市機能的規劃,高雄港、市的共同建設、共同營造現代化的港灣城市,是一條不能回頭的路。


 Kaohsiung Harbor is the third largest container harbor in the world. In 1979, Kaohsiung became a special municipality, but Kaohsiung Harbor fell under the administration of the Taiwan Provincial Government. From then on, the harbor area has been an enclosure within the city, which hampers the overall city-harbor planning and development. Consequently, Kaohsiung all parties have long demanded for city-harbor merger.


 高雄港從一個小漁村,到日據時代基於軍事的考量開始築港,經過多次修築加上國際貿易的頻繁,使高雄港躍升為世界第三大港。但高雄港的高度發展,造成高雄市商港、漁港爭地、以及環保、交通、和都市規劃方面的負擔,癥結就在於民國68年高雄市改制為院轄市後,高雄港由台灣省代管,從此港、市雖然不是楚河漢界,但彼此衝突、扞格不斷,「市港合一」也就成為高雄市不分黨派的共同訴求。
