Mayor Hsieh's Trade Tour to Europe/前進歐洲拼經濟
Mayor Hsieh led the Kaohsiung City Trade Mission to Europe on September 1. The trade mission visited the Netherlands, France and Germany and signed NT$50 billion letters of intent on investments with the European multinationals.
Canals and Bicycles in Amsterdam
Amsterdam has a long history of water engineering, with interspersing canals. These canals have numerous attractions, such as century-old architectures and the old-time royal palace.
Amsterdam has only about one month of shiny weather annually, but bicyclers still far outnumber commuters.
Trip to the Port of Rotterdam
The Port of Rotterdam, the world's largest harbor, encompasses 80 km2 and has an annual processing capacity of 300 million tons. It is currently run by a joint city-port administration, administration, with port authorities having a high degree of autonomy. Facing the issue of city-port merger like Kaohsiung Harbor, it is deliberating the adoption of public corporation model.
Visiting Philips
Mayor Hsieh also visited the Philips Lighting Office at Eindhoven. Philips began setting up plants in the Kaohsiung Export Processing Zone in 1966 and has remained one of the largest foreign enterprises in Taiwan.
Signing letters of intent with multinationals
Mayor Hsieh inked letters of intent with several multinationals including Alstom, Vivendi, Carrefour, Siemens, CargoLifter, and GECI International.
In Alstom, the delegates tried a smooth ride on the company's light-rail transit system. Mayor Hsieh said it costs only one sixth of that of the mass rapid transit system under development in Kaohsiung City and takes less time to build, without the setting of crossings.
Vivendi Water is a global leader in water businesses. Its services include providing and distributing drinking water, constructing and managing sewage system and treatment facilities.
Carrefour signed a letter of intent to tap potential markets with manufacturers in Kaohsiung City and to partner with investors in retailing and wholesaling industries. The KCG promised to seek subsidies from other government agencies.
In Paris, the delegates cruised on Seine. Mayor Hsieh said the KCG will work harder to emulate the city of Paris where sewage system is well established.
In Berlin, Mayor Hsieh signed a letter of intent worth 1 billion Euros with Siemens. The company will invest heavily in Taiwan, especially Kaohsiung City.
The Aviastar Asia Corporation signed a letter of intent on corporation with CargoLifter to introduce its commercial airships into Taiwan.
Acting globally
Mayor Hsieh said that Taiwan must obtain more international visibility in order to become a global logistics center. The Taiwan Sugar Corporation Distribution Center is under way, and the offshore transshipment center will extend to include the export processing zones. These and other policies must be made with long-term national development in mind. He added Taiwan must enhance its ties with European enterprises after entering into the WTO.
由謝長廷市長領軍的「高雄市歐洲招商訪問團」9月向歐洲出擊，遠赴荷、法、德參觀訪問，此行順利與跨國企業簽訂投資意向書，投資總金額500多億元。
阿姆斯特丹－運河、腳踏車
謝市長在荷蘭阿姆斯特丹搭乘當地觀光玻璃遊艇遊覽市區內著名的王子運河。有「北歐威尼斯」之稱的阿姆斯特丹，水利工程的歷史相當久遠。
遊艇來往穿梭於市區內多條運河，運河兩岸主要是上百年的古老建築，著名的「安妮的日記」一書女主角當時躲藏的地點以及昔日的皇宮，都是運河沿岸的觀光賣點。
阿姆斯特丹一年中只有近一個月的晴天，平時都下著小雨，全市腳踏車人口比搭乘大眾運輸工具人口還多，街上到處可見腳踏車穿梭。
鹿特丹－港埠之旅
鹿特丹港建於16世紀。港區佔地80平方公里，是世界第一大港，年吞吐量超過3億噸，是荷、德、法、比等國的商業活動中心。萊茵河是歐洲運量最大的國際航道，而鹿特丹就位於大西洋運輸線和萊茵河水系運輸線的交接，兼有海港和河港的特點。
目前鹿特丹港由市府及港務單位共同管理，港務單位相當的獨立自主，不受府會監督。鹿特丹港目前也面臨市港合一問題，正研討轉換為公法人體制。
參觀飛立浦
訪問團亦前往安多芬參觀飛立浦照明應用中心，該公司於1891年成立，初期生產碳絲燈泡，是全球名列前茅的電子公司之一，總部在荷蘭的阿姆斯特丹，大約有21萬員工。1966年於高雄加工出口區設廠，是台灣最大的外資事業。
與跨國企業簽訂投資意向書
謝市長此行順利與法國阿爾斯通 (Alstom)、威望迪（Vivendi）、家樂福（Carrefour）、德國西門子（Siemens）、商用飛船（Cargolifter）、中法航空等跨國企業簽訂投資意向書。
在法國Alstom公司，謝市長一行親身體驗輕軌捷運舒適的車廂及平穩的行車。市長指出，輕軌捷運只有市府規劃興建的都會區捷運系統經費的6分之1，興建時程也縮短許多，而且輕軌捷運不需要平交道，對市區交通而言，產生的不便是最少的。
威望迪水務公司成立近150年，在全球擁有7萬名員工，位居全球水務事業領導地位，提供的服務包括提供及配送適合飲用之水、興建及營運先進污水下水道、污水處理設施等。
而謝市長與法國家樂福企業簽訂投資意向書金額達60億元，家樂福表示，願意與高雄市共同開發潛在的市場商機，家樂福集團將在高雄市以零售、量販等服務與周邊相關產業投資業者建立合資關係；市府則允諾積極尋求相關政府單位投資金額補助。
訪問團並在巴黎塞納河搭乘遊覽船，巴黎是個有數百年歷史的城市，污水下水道的建設在108年前就已經開始興建了，目前接管長度有1,200公里，這不是台灣任何城市可以趕上的，高雄市起步雖慢，但是會努力尋求引用外商資金與技術迎頭趕上。
謝市長於德國柏林與西門子公司簽訂高達10億歐元的投資意向書，這是西門子公司在台灣第一次大金額的採購。西門子公司未來將在台灣，特別是高雄地區進行金額約10億歐元，相當300億新台幣的採購案，可為高雄地區創造至少500個直接的工作機會。西門子全球有40多萬名員工，來台經營已超過30年，於民國78年成立西門子股份有限公司，並於83年與經濟部簽訂策略聯盟。
在謝市長的見證下，中俄宇航公司與德國Cargolifter公司6日簽訂合作意向書，將引進目前最為先進的商用飛船至台灣從事運輸業務。「飛行商船」是目前相當新的運輸概念，不過早在70年前，歐洲就已經運用飛行船從事簡單的運輸，只不過當時飛行船的體積沒有目前Cargolifter公司正在進行研發的飛行船體積如此龐大。Cargolifter公司成立於1996年，預計2004年完成第一艘商用飛船並試航。
亞洲也有城市在極力爭取與Cargolifter公司合作，例如曼谷。
放眼國際 全球佈局
謝市長8日在招商行程最後一天上午，再次為中俄宇航與中法航空公司簽訂合作協議作見證。他認為，台灣一定要走入國際舞台，才能建設台灣成為全球運籌中心。目前高雄市台糖物流已在運作，至於境外轉運中心中央政府也已確定擴大範圍，把加工出口區納入，這個必須以全球佈局，並以國家整體長期發展進行規劃。未來，在全球市場WTO化之後，台灣尤其要加強對歐洲，例如法、德企業間的聯繫。
