高雄城市文化館聯盟成立      The "Local Cultural Center Program" was set into action by the Council for Cultural Affairs, Executive Yuan to finance municipal and county governments in establishing local cultural centers. The objective is to eliminate the gap between urban and rural areas, and to create a new momentum in cultural affairs.
  At any moment, spirits exist all around - evoked from the past, present, and future, they manifest in our everyday life. As the driver cruises our modern-day streets, the spirit of a Roman warrior may also be passing alongside. As a stylish man rests at Enjoku, a Japanese ninja from the Tokugawa era stands behind him. In Kaohkiung likewise, a Makalao native may be taking a subway to hunt with a spear...


  Historical phenomena recounted in collective memory gives rise to the reality in which we live today. A city without history has lost its memories. Without memories, there will be no foundation to develop the future upon. In a presence without a future, living becomes mere survival, muddling through in the same old way.
  In order to build a blueprint consisting of the past, present, and future, we must begin by exploring the roots of our history. The building of Kaohsiung City cultural centers serve as a key to our city's historical memory, a stride across time and space, a milestone tribute to the past. City cultural centers unseal the past to Takao culture and Kaohsiung history, revealing its contextual richness and welcoming people's exploration.
The concept of the local cultural center
  The concept is to make use of the existing and unused public space to bring local characteristics into full play with an emphasis on creativity and sustainable development. Local cultural centers will focus on promoting multifunctional art activities, fostering artists, and inheriting traditional arts in accordance with the local anthropology, art, history, culture, folklore, craft, landscape, ecology, and industry characteristics.
  Under the supervision of the Bureau of Cultural Affairs, the cultural centers in Kaohsiung form the Cultural League, in which members, both public and private halls, receive grants from the Council for Cultural Affairs. The members include: the Children's Original Art Museum, the Kaohsiung Museum of History, the Kaohsiung Municipal Film Archive, the Kao-Zi Tower Art Cultural Park, the Hojin Cultural Museum, the Kaohsiung Music Information Museum, the Taiwan Medical History Center, the War and Peace Memorial Hall, and the British Consulate at Takao. The Taiwan Cultural Center of Beauty and the R. E. Kindergarten Collections House are considering joining as well.
In the ceremony of "Urban Footprints - Forming the Cultural League", the former director of the Bureau of Cultural Affairs Pi-Ling Kuan said that the establishment of the Kaohsiung City Cultural League signals the city's transformation. Since the founding of the Cultural Bureau it has endeavored to acquire resources from the central government, polishing the management of Kaohsiung's cultural centers. The Council for Cultural Affairs has allocated the largest cultural budget in the past two years to the "Local Cultural Center Program". The Kaohsiung City, given the impetus by the Cultural Bureau and cultural centers, not only receives the largest fund, but also produces the most distinguished results, including the publishing of books about cultural centers, designing websites, and building policy blueprints...etc. These efforts are well received, especially by the Council for Cultural Affairs. Cultural and historical memories are thus unfolded, and the image of the blurry Takao City becomes distinct.
The function of the league
  The Cultural Bureau formed an advisory committee to join forces with the Cultural League. Ensuring the function of the league requires: 1) Investigating and gathering a database of Kaohsiung's museums, including their resources and facilities; 2) exploiting regional resources to formulate cultural strategies corresponding with museum activities; 3) establishing a museum network to issue news dispatch about the Kaohsiung City cultural centers where the information may be incorporated.

     「地方文化館計畫」是由行政院文化建設委員會所推動的,用以補助直轄市及縣市政府成立「地方文化館」,其目的在藉建立鄉鎮文化據點,達成城鄉均衡發展,創造嶄新文化活力。
  是集體記憶造成這種歷史重疊之重量感。一個沒有歷史的城市就喪失記憶,喪失記憶就沒有未來;而沒有未來的現在,生活、不、生存,只能是得過且過的巨大失落。
  為串連起過去、現代到未來的藍圖,我們非得從文化歷史的尋根做起。一座座高雄城市文化館的誕生正是一座座串連記憶、發覺歷史的里程碑之打造,時空之鎖匙。城市文化館宛如等待我們打開的打狗文化封印、港都歷史法櫃,蘊藏無數珍寶奇藏,敞開雙臂歡迎民眾的探索。
文化策略聯盟的誕生
  利用現有及閒置之公共空間為主,著重發揮地方文化特色,並強調創意與永續經營能力;地方文化館依當地人文、藝術、歷史、文化、民俗、工藝、景觀、生態、產業資源等特色;或以推展藝文活動、培育藝文人才、傳承傳統文化藝術等為主,決定籌設內容。
  在高雄市文化局的輔導建置下,高雄市各地方文化館已締結文化策略聯盟,目前聯盟成員以接受文建會補助款組成的群體(高雄市立兒童創意美術館、高雄市立歷史博物館、高雄市電影圖書館、高字塔藝術文化園區、後勁文物館、高雄市音樂資訊館、台灣醫療史料文物中心、高雄市戰爭與和平紀念館、高雄市打狗英國領事館)為基本成員,包含公部門所屬及民間所屬館舍,另台灣美文化館、而異幼稚園附設文物館等亦有意參與。
  在「城市印記─高雄城市文化館聯盟簽署」儀式上,前文化局長管碧玲表示,高雄城市文化館聯盟的簽署成立,象徵著這個城市的改變。她說,高雄市政府文化局成立以來,即積極爭取中央資源以豐潤高雄城市文化館舍,文建會「地方文化館計畫」正是這一兩年文建會文化預算最為龐大的計畫,這是一個「競爭型機制」,高雄市在文化局與各館舍積極推動下,除了獲得經費補助最多,亦是文建會參與各縣市開幕或文化館掛牌成效最高之城市,而文化館專書的出版、專業網站之製作、政策藍圖之鋪陳等,都獲得文建會肯定,也為市民發掘累積大量的文化歷史記憶,讓港都高雄打狗城從歷史模糊的身影中走出來,刻下鮮明的烙印。
文化聯盟的功能
  文化局成立「高雄城市文化館輔導團」,將與高雄城市文化館聯盟協力,使該聯盟具有以下之功能:1.調查整理高雄市境內博物館資源及設施;2.開發社區資源,結合博物館活動,規劃文化發展策略;3.建立城市博物館群網絡,發行高雄城市文化館通訊,加以整合並相互支援。
