“2016 EcoMobility Forum” – Kaohsiung Aspires to Learn from Local and Overseas Cities for Developing EcoMobility and Creating Healthier Living Environment

After the “2016 Global Harbor Cities Forum”, the Transportation Bureau of the Kaohsiung City Government held the “2016 EcoMobility Forum” at the Pier-2 Art Center on September 9. Representatives from all over the world presented their views on how to transform their cities into low-carbon livable cities. Kaohsiung’s Mayor Chen Chu expressed Kaohsiung’s desire to learn from the valuable experiences of cities around the world for developing eco-mobility, and to actively develop low-carbon transportation, in order to make Kaohsiung a livable, low-carbon tourist city. Representatives from different countries and cities, including King Liu, Chairman of Giant Global Group; Konrad Otto-Zimmermann, founder of ICLEI (Local Governments for Sustainability); Jakob Hougaard, Acting Mayor of Copenhagen, were invited to stay for the Transportation Bureau’s “2016 EcoMobility Forum”, and share their experiences on city transportation issues. When delivering the opening speech, Mayor Chen pointed out the essential trend of developing eco-mobility for all cities around the world was in response to the generational crises brought about by greenhouse gases and climate change. Through this forum, Kaohsiung desires to learn from the valuable experiences of cities at home and abroad in developing eco-mobility, especially in developing low-carbon environment-friendly transportation, making the eco-mobility environment a reality through the use of bicycles, recognizing the importance of eco-mobility for the city, and re-making communities by means of eco-mobility. These are among the topics to be discussed, so that a healthier living environment can be constructed. King Liu stated that bicycles are an important means of transportation that helps put the eco-mobility values into practice. As the world’s biggest bicycle manufacturer, he aspires to make Taiwan a cycling island, where bicycles are not only a means of transportation, but also a part of recreational life. Kaohsiung, in particular, was chosen as one of the 5 best cycling cities in Asia by CNN in 2010. In the future, the bike- sharing system and bike-friendly environment should be upheld, giving impetus to the bike-riding vogue in the city. He also expects that Kaohsiung would become the most cycling-friendly city in Taiwan and even Asia. Konrand, the ICLEI founder, mentioned that developing eco-mobility not only has the goal of changing citizens’ transportation behavior, but also represents an important policy to improve the city’s living environment and enhance the city’s competitiveness. By holding mega-events, the city may demonstrate to the world the future possibilities of eco-mobility, allowing people to see the safety, accessibility, and attractiveness of mass transit, walking, and cycling. Santhosh Kodukula, Project Manager at the ICLEI’s Global Secretariat, said Kaohsiung City has a similar development process as advanced cities in Europe. In the 1960s and 1970s, people in the European developed cities mostly used automobiles, but now they are turning back to low-carbon transportation such as bicycles. The construction of the light rail system also shows the city’s active move as a sustainable city. Jakob Hougaard, Acting Mayor of Copenhagen, stated that Copenhagen had a similar city development as Kaohsiung. Copenhagen suffered serious industrial pollution in earlier years, and with everyone’s efforts, industrial pollution was alleviated, but traffic pollution increased. Having recognized the seriousness of traffic pollution, the city introduced the use of bicycles on a mass scale. This has not only improved the city’s livability, but also resolved the problems of climate change. It can serve as a good reference for Kaohsiung. Director-general Chen Ching-Fu of the Transportation Bureau expressed that with the aim of pursuing sustainable city development and transforming from an industrial city to a livable city, Kaohsiung City has planned a number of major transportation construction projects. In addition, the 3rd EcoMobility World Festival will be held in the coming year, which will be an opportunity to show the world how Kaohsiung is working hard and responsibly for developing eco-mobility, with the hope of being integrated into the global community. The Kaohsiung City Government also invited Chairman King Liu of Giant Global Group and the visiting experts and scholars to visit Kaohsiung again at that time and witness Kaohsiung’s results in promoting its transformation towards eco-mobility.
